opto isolator - Determining the input current of an optoisolator based on output current and CTR

I have an optoisloator (CTR min:20% max:400%) in my circuit whose output current (Ic) is around 10 mA. To facilitate this much output current, how to decide the input current(If)? whether i have to concentrate on min: CTR value or max: CTR value. Please clarify.
