operational amplifier - Opamp circuit problem

BJT Circuit Problem I have already posted a similar problem in the link above. I am facing the same issue in this circuit. What will be the state of the 2 BJT's Cutoff, Saturated or Active ? Please suggest me a generalised approach to tackle such problems.
